According to the design principles of standardized comprehensive evaluation index system, calculate 7 indicators including the number of primary medical institutions per thousand population, number of beds, number of health technicians, number of practicing (assistant) physicians, number of registered nurses, the average annual number of discharges per township health center, and bed utilization rate of township health centers. Using the entropy weight method to determine the weights of each indicator, the obtained weights are combined with the TOPSIS method to obtain the relative closeness Ci between each indicator value and the final selected solution, and evaluated based on Ci ranking.

To calculate the weights of various evaluation indicators for the service level of grassroots medical and health institutions in Shaanxi Province from 2019 to 2021 with Entropy weight TOPSIS method, it can be seen that the weight of the average annual number of discharges per township health center is the highest, followed by the bed utilization rate of township health centers; The entropy weight TOPSIS method was used to evaluate the service level of grassroots medical and health institutions in Shaanxi Province.
