摘要: 加快科技成果转化是深入实施创新驱动发展战略,推进经济社会高质量发展以及提升国家综合竞争力的重要内容。近年来,高校创新能力不断提升,大量科研成果涌现,但科技成果转化率偏低,制约了区域经济和地方创新能力的发展。本文从高校科研评价体系、科技成果供需之间的衔接、技术转移专业人才三方面对高校科技成果转化现阶段面临的问题进行剖析,并提出从改革高校科研评价体系、强化市场需求导向、引进和培养高水平技术经理人等方面入手,发挥高校科技智囊优势,推动高校科技成果转化量质齐升。

Background

Accelerating the transformation of scientific and technological achievements is an important part of deeply implementing the innovation-driven development strategy, promoting the high-quality development of the economy and society, and enhancing the comprehensive national competitiveness. In recent years, the innovation capabilities of universities have been continuously improved, and a large number of scientific research achievements have emerged. However, the conversion rate of scientific and technological achievements is relatively low, and the contribution to regional economies and local development is insufficient. This article analyzes the problems faced by the transformation of scientific and technological achievements in universities at the current stage from three aspects: the constraints of the scientific research evaluation system in universities, the serious connection obstacles between the supply and demand of scientific and technological achievements, and the lack of professional talents in technology transfer. It also proposes how to start from aspects such as reforming the scientific research evaluation system in universities, strengthening the orientation of market demand, and introducing and cultivating high-level technology managers, so as to give play to the advantages of universities as scientific and technological think tanks and promote the simultaneous improvement of the quantity and quality of the transformation of scientific and technological achievements in universities.
